Dr. Avery, often consulted by executives and attorneys on difficult policy and litigation decisions,  is a  popular in-service and conference speaker.  He brings to the podium 20 years of trial experience including 13 as a prosecutor.  He has served two Boards of Education.   

Prior to entering law  he taught school at the  junior high level and later taught law at Cleveland State University as Asst. Prof. 

A  member of the American Bar Association he has been recognized  for meritorious service by the ABA and other national groups.

He is  legal advisor to the National Assoc.  of School Safety and Law Enforcement Officials.  Dr. Avery is the author of  "Safety, Order and Discipline in American Schools,"  a college text used as a daily  reference in over 1,000 school and police jurisdictions.

Mr. Tiller  is a juvenile law specialist for the Institute of Criminal Justice Studies at Texas State University where he has nearly two decades service.      

 Earlier in his career he served as   Sheriff in  Cooke County, Texas   and Chief of Police in  Gainesville, Texas.    He was a line officer in Texas for over 20 years.   

Dan has a B.S. in Criminal Justice from North Texas State University.    He  is a graduate of the FBI National Academy, Quantico, Virginia.

Currently living in Cibolo, Tex.,  he  frequently presents law and technique updates to  local law enforcement agencies.   

His work with Law Advis-ory has carried him from Georgia to California.

Rick Harvell, former Chief of Safety and Security during 25 years with the Oswego, New York,  Public Schools,  later served as President and then Executive Secretary of  NASSLEO.

Rick is trained in and permitted to use the copyrighted student interview technique of the National Alliance for Safe Schools and can teach the basics of that acclaiimed program.

Thoroughly familiar with OSHA and architectural requirements,  he has participated in planning of new school facilities as well as revamping older ones and upgrading their safety features. 

He is thoroughly familiar emergency response technique, incident management and training and debriefing.

Jim Magas, currently an SRO trainer for the Lee County, FL Sheriff,  is President of Advanced Reality Tactical  Training.   

ARTT works on maximizing the effective-ness of police response to school emergencies while minimizing the risk to the officers.   

Jim is a certified lead instructor for the Southwest FL Criminal Justice Academy in Building Search and  Active Shooter Situations. 

He is a Master of Science in Criminal Justice and rounds out his resume by volunteering as a part-time high school football coach. 

 

Joe Schallmoser

Police-School Relations

Mr. Schallmoser served as a supervisor on one of the first school liaison programs in America for the Lakewood, CO Police Dept.    He later retired as a Sergeant and became Manager of School Security for the 144 schools in Jefferson County, CO, spread over seven responding law enforcement agencies. 

Ultimately he supervised the logistical aftermath at Columbine High School and made numerous public appearances. 

Steve Ledbetter a retired Dallas Police Officer after 37 years, including 12 years specializing in Technical Operations and Electronic Surveillance,  gives us the ability to take to administrators and teachers current knowledge of the appearance, language and actions associated with illicit drug sales in schools. 

His previous assignments as a SWAT team member, Hostage Negotiator and Community Relations Specialist give him a well-rounded perspective on all aspects of human behavior.   

Steve's work in individual school security review offers local boards a unique opportunity to see what is going on in the mind of the student drug use and drug dealer.   His suggestions on countering those trends are invaluable.

Thomas J. Traino

Procedure Review;  Labor Relations

 

Mr. Traino recently retired  as Security Supervisor in the Broward FL Public Schools where a major accomplish-ment was his completion of a written procedures manual for 285 schools with broad demographic diversity (96,000 black, 76,000 white, 66,000 Hispanic, 10,000 Asian).

 

During his tenure he was heavily involved in the labor-management system,  almost completely unionized.

 

Prior to joining the Broward County Schools,  Mr. Traino was a law enforcement officer in New Jersey with a degree in the police management field.
